COMFIRMED! LOOK AT THE END OF THE THREAD!
Before I begin, I want to start with some details first, because they are impoartant for understanding the full context. Apologies for grammer and spelling errors if there is any in advance.
Turkey- the republic of course; when it comes to animation and childrens' Tv, was huge on bringing (both very huge and very obscure) titles from other countries and dubbing them for children to understand as for many learning English takes time, I'm not even mentioning Japanese. Not to brag, but dubbing and voice acting are still very respected professions. Yet this is not about a missing dub or anything- that would be it's own can of worms.
Taking it to account, I was very little and didn't knew a word in English (I'm not even mentioning Japanese) and remember seeing the show on Tv and understanding what the characters were saying, it got to have been dubbed.
{Correcting myself here; please check my first reply under this thread; turns out this might be just the case.]Excluding the ones that never left their home place of course. Yet, this cannot have been made in Turkey, as it had this very distinct anime look to it and other than, that looked very good and polished, and that would be just too out of that league to be made there, thinking about the lack of multible important factors such as skill and budget, especially around that time.
In around 2005s or after -note that I was still very little- there was so many childerns' network on Tv to choose from; (many have been shut down). There was Cartoon Network, Nickolodeon and Disney Channel like rest of the world in that era, yet I think they should be ignored for this case. There was also ones like Fox Kids and Jetix, and than there was the locally owned ones that are the real suspects here to be honest.
I remember watching this anime like show on Tv, and even looking out for catching more episodes every now and then. It had this late 90s-2000s feel to it, with bright pastel colors with a "diverse" cast of characters- much like any other anime made for children and selling tham toys from that era was like. Just like Digimon, or the Tomogachi anime, or Ojomojo Doremi. (Or even One Piece, just to give a comperision - I know well that one is not for very small children spesificly.)
The plot was something like this; It was about this magical baby girl, that a group of kids in varying ages living in a cliche "green valley" town with bright green grass everywhere to be seen.
The baby had special powers , I remember there being a transformation scene, and then she could summon fantastic looking creatures- much fit to a magical girl show to come to her aid. Also, there was this Team Rocket or Criasu Corporation like evil organisation with a evil witch as one of the higher-ups. See was in charge of coming up with the monster-of-the-week and "grafting it with evil" before giving it to the grunts.
They were sending out this team of three that was wearing water green diver-like suits, with googles and their leader was the tallest one with a mustace. But they were very incompetent, much like Team Rocket. They were coming up plans they can't possible pull out right, such one as making the kids drift away with the current of river to possibly drown. But at other times, I do remember a scene involving one of them giving a kid a blanket when sleeping while traped by/with them, claiming "if you sleep without one, you'll catch cold." I know, there are that kind of villains.
Also I like to add;it had this strong feeling of environmentalist message, as in one of the late -if I recall it correcly or saw it in correct order- episodes, they had find a alian spaceship, but filled with "environment-friendly" technology. Actually, that was the last thing I saw about the show. I guess it was implying the baby was from space?
And as the last thing, I recored some tunes that I don't know where I heard them from, but strongly think they are from the show's opening; Maybe give it an ear? (Apologies for any inconvenience in advance)
Sadly, I don't remember any of the character's names, just more random scenes from here and there, disconnected, but I can write about those too if asked about.
Why I'm not %100 sure that this is an anime? I'm actually almost sure it is. Yet a while ago, I was looking for another magical girl show I remember seeing with a similar vibe, which turned out to be an obscure one named "Hey, Yo Yorang" - turns out it was actually Korean. So, it is also a possibility that, this- too is not an "anime" in the traditionaly accepted sense. Yet I went tru the entirety of Maho Shojo wiki, and checked out every single title, yet I just couldn't find anything fully resabling the things I have in my mind. I can confidently say this is not Ojomojo Doremi or HUGtto Precure.
I went to Reddit for this for multible times now. (I made a very similar post to this one that is still up.) Than went to Lost Wiki Discord, yet nothing came out of there either. This forum, in a sense, is my last hope and after that, I don't know who to ask help from. Guess I will than have to just hope someday I randomly stumble upon it.

Other Details I Was Asked To Add:
" For some reason, I remember this "bath house" scene (tho, I don't remember it as being suggestive in any way or form but take what you made out of it), where the main cast of kids were sitting on stolls, back to back in order of height -it was varying- while facing the one next to them and they were helping each other with literally rubbing their backs with the help of a cloth. It had this sense of "celebration scene" reminicent of anime of this kind, where there is always a scene like this, showing how happy the characters are and how well they are doing before the "problem" of the episode begins, so they can create this sense of loss in the viewer, before they find a way to solve it and return to their happy scene at the end, if you know what I mean. Of course, this is my interpretation of it. Also, the "camera" (or the view, whatever would you like to call it) was sliding to show all of them. After a short while, when they are all done, they all turned their backs to the one next to them and did the same thing in reverse order, so none one was left out. Tho, despite the details, it was a very short scene, lasting only for few seconds. [Checking the "Anime Bath Scene Wiki" (I know, I know) for this as it was suggested I do on Discord. The wiki names this as a "Back Washing Line". Sadly, it exists in text but doesn't has it's own page.]
I must have mentioned this already in my post, but another scene I remember is this one where the trio of grunts were discussing their newest plan on how to get the baby, and it was all the boss's idea; they were "somehow" going to get the kids inside a flowing river only for them to get caught in the stream and dragged away -I don't know if the scene was suggesting they wanted the kids drowned-. Then the boss was gonna jump in to the river and "somehow" swim to the baby and capture her. Then one of them, probably the smallest of them asked the boss; "But boss, if the stream is strong enough to got the kids, how are you going to swim against it?" And the boss answerd; "I just will." Showing how stubborn and also stupit they were- this one meant to be comedic in tone.
Another one about the grounts; they had this kid -probably one of the girls- either stuck with or by them inside a... robot? I guess, it could be one of the monster-of-the-week. And she went to sleep. One of them went "Oh, you shouldn't sleep without a blanket on, or you'll catch cold," and then went to do exacly what he said- to give her a blanket. Or was it two of the excluding the boss? I don't know for sure.
Another one, this time with their "Evil Witch" boss. They were trying to get something ridiculous to be turned into the monster-of-the week and it was already made in the the form of one, but it wasn't functional yet. It was on a walking belt, and then it came to the witch and when she saw it she was rightfully surprised and said something like "Are you sure you guys want this as your monster?" The guys had to make that anime "Tee-hee" grining of distress while giving a excuse. But luckly she accepted it told them "Okay, then I would have to "graft it with evil". I guess she had a scene were she had this magical girl show villian summoning, or in this case grafting scene but I don't remember how it looked either.
I'll like to mention the baby's transformation scene, there was probably one, tho, I'm so sorry to tell you all that I don't remember it clearly enough for it to describe any useful details. But I remember the baby summoning a "cat monster" right afterwards to help, along with another one, so guess she summoned two at once. The kids were there to withness it, and as soon as they saw it they info dumped with saying things like; "Oh! It's the "Something Cat!" and it's power is to "something!" Much like how cards work in Card Captor Sakura.
The last scene I got was the scene in the "ufo" where they had newly discovered it and entered in. There can or cannot be an adult with them for the first time, it could have been the oldest kid of all -proabaly with glasses and blue hair-, but I symbolized him as "Vaught" from Harvest Moon IoH in the first rendering pic I put together. So they were fooling around in wonder and one of the things they activated made a plant in a glass tube turn green so the kid went; "Looks like it's eco-friendly technology." This is the scene that gave me the idea that it was an environmentalist show, or at last it had it as a one of the themes- or at last had it in this particuler scene. And sadly, this is the last one I remember... I guess it was implying the baby was coming from space or at last that's how I always interpreted it. "

After Taking A Good Look At MyAnimeList Recommendations Feature:
" So, okay. I have taken a good look at the list. And I will now share what I found with you;
Upon all the titles listed, "Mama wa Shougaku 4 Nensei"(Mama is Just a Fourth Grade Pupil) caught my eye the most. It has a extremely similar vibe to what I remember. There it is, the huge group of kids along with the magical baby girl and she even has the merch-seller magical pendant thing. Also, I wanted to briefly check out few of the episodes and I noticed that all of them are loaded on Youtube with subs from an Arabic language. [Just adding to be sure we are all on the same page; Turkey does not use Arabic alphabet nor speaks it; we all use latin letters and have our own language, but you probably already knew that-] I know obsecure anime can sometimes skip huge markets like U.S. and instead air on other countries with smaller audiances for anime. I wonder, if this can happen in multible small-market countries at once?
Anyway, sadly, this show has few problems with it when it comes to fitting to the description. First of all, the colors look a little too pale as it looks a little too old by a decade or so. Another big problem is that it has almost no action in it whatsoever- meaning there is no need for any villians with monsters-of-the-week and any kind of battles between them, leaving a key part of the show I'm looking for missing. So I can almost surely say- this is not the one I am looking for.
Another title that looked promosing and that was "Wagamama☆Fairy Mirumo de Pon!" (Mirmo Zibang!) but it too, has it's own problems. First is the designs of the baby characters -how can I put it?- doesn't fit the description all that much. There is more than one of them, and they can speak just fine, along with being able to defend themselves from the villians. Which unlike the one mentioned above, does not lacks any. But the problem is these villians are, they are just a group of dark, anti-versions of the baby characters. There also the kids present, but they don't seem to be protecting the babies from the villians and more like just looking after them. Also, I'll like to point out that the setteling is too urban.
MyAnimeList looks promosing to me, and even tho this one list spesificly didn't revealed much; I will keep looking for different recommendetions given for different show for a while. If anything new comes out, I'll inform you all. But for better chances more people should keep searching at once. "

" At last to me. I'm not telling you that "Oh, My Anime List absulitely does not have the show we are looking for!- forget about it and never look at there ever again!" Maybe I was just looking at the wrong part of the screen when it was there for a split second; very likely when you think that there is hundrents and hundrents of titles on the site. Maybe I should give it another chance another time.
Is there any other site or kind of database out there I can check or any other suggestion on what should I try or look at next time? "
After that, it was recommended to me at I also go to the site's forums to ask it's users. Like I mentioned, noting came out of it. Yet. So I came here simply because big reseaches often begin here and maybe someone more experienced here give me a better place to look because of that.

The view is also from Turkey. I have reached to him personaly. He comfirmed this indeed the show he was also looking for. He now mentioned thta the baby magical gşrl had a staff and that was what made her transform. Also he mentioned that there was a scene where one of the villion trio was taking food to a villiger girl.
