The problem

In California, a girl under age 18 can’t get a tan at a tanning salon, a cavity filled, or an aspirin dispensed by the school nurse without a parent knowing. But a doctor can perform a surgical or chemical abortion on a young girl without informing a parent.

The answer

Proposition 4 will require a doctor to notify at least one adult family member before performing an abortion on an under-18-year-old girl.


Medical professionals know that a young person is safer when a parent or family member is informed of her medical situation. Someone who knows the girl and cares about her future can help her understand all her options, obtain competent care, and work through the problems that led her into the situation to begin with.

On a daily basis, older men exploit young girls and use secret abortions to cover up their crimes. More than thirty states currently have parental/family involvement laws like Proposition 4 in effect. States which have laws like Proposition 4 have experienced real reductions in pregnancies and sexually transmitted diseases among young girls.

These tapes provide compelling evidence that California needs Sarah's Law. The caller on these undercover tapes asked for an abortion. She called 73 Planned Parenthood and 19 other abortion centers in California, and identified herself as a 13-year-old girl impregnated by a 22-year-old man.

The following two audio recordings are of a mother and a father who telephoned in to a popular radio talk show in San Diego, while the host, Rodger Hedgecock, was discussing the PARENTS’ RIGHT TO KNOW AND CHILD PROTECTION initiative.

Both the mother’s and the father’s stories reveal the tragic consequences that can occur when a young girl gets a secret abortion and her parents are not able to help her when serious complications occur.

These families’ tragic stories are just two examples of why the passage of Proposition 85 is so crucial in providing medical and legal safeguards to young girls who become pregnant and need the care and concern of a parent. These young girls should not be abandoned to the lonely dangers of a secret abortion from persons who do not know them or their families and who will not be present if serious and even fatal medical, psychological, or emotional complications, including suicides, occur.

[Transcription] Roger Hedgecock: Here’s George. Oh—Georganne—I’m sorry. Georganne in Rancho Bernardo. Georganne, how are you?

Georganne: I’m fine. I hope I can get through this. My daughter died five years ago. When she was 15 she had an abortion without my knowing it. She said she just didn’t want to hurt her mom and dad. She knew that she had a little boy—that she aborted a boy. Every day of her life she thought about that tortured her. She turned to alcohol. She had other health problems, but eventually she died because of a decision that she made when she was 15, that I had no control of. I don’t mean this to happen to other people. This is something I never discussed, but I don’t want other people—this to happen to other parents. They need—parents need to know. The few children that have incest, they have other resources. Parents need to know. I could have raised that child for her. I’m sorry.

Roger: No, you’re fine, Georganne. Thank you for calling. Took a lot of courage to do it. I appreciate the story. I’m kinda choked up just listening to it as I’m sure everybody listening to it is. Thank you for the call.

Well, the tragedy compounds. That woman lost not only her daughter to alcoholism but her grandson.

[Transcription] (Caller) Bill: Hi Roger, thanks for taking my call.

Roger: Yes Bill.

Bill: As far as safety of the children, I’d like to answer that lady that just called. My daughter was 15, and she was in a karate class and ended up getting pregnant by the karate instructor who was 33. When he found out about it he realized that he was in deep trouble and told her that if she told anybody, that he would commit suicide. And he induced her to have an abortion against, not only what she wanted, but her deep beliefs that abortion was murder. And it was a couple weeks after the abortion that she took an overdose, and luckily I came home a lot earlier than I was expected to come home, and found her and actually took her to the hospital, and saved her life. She’s 27 now, thank God, and she’s still having a lot of mental problems about the child that she murdered.
